With due resspect why were you quite when the managing committee of had included the President of the Congress party (Nehru Gandhi family by default) was there no conflict of interest why you did not raise questions on the transparency then while congress misused the public donations under the PMNRF (under the congress). Why only congress family members were allowed to become office bearers of PMNRF under the congress, where is the transparency in this. In fact, it was only sometime in the year 1985, the then Managing Committee of the Fund entrusted the entire management of the said fund to the Prime Minister. The PM was conferred with sole discretion to appoint a “Secretary of the fund” on his behalf, upon whom amongst other things, the authority to operate the bank accounts of the fund was also delegated. It is pertinent to note that this decision was taken when Prime Minister Rajiv Gandhi was in-charge of the fund.
Interestingly, the PMNRF is far less transparent than the PM CARES established by PM Narendra Modi since after PMNRF was deemed a trust, it has functioned without a trust deed. Essentially, giving unbridled power to the Prime Minister with zero accountability. Till date, nobody knows what the guidelines that govern the PMNRF are. The PM CARES under Narendra Modi is setup as a public charitable trust. The Prime Minister is the chairman of this trust and its members include Defence Minister, Home Minister And Finance Minister. Under PMNRF, the criterion for disbursement of money and selection of beneficiaries is purely at the ‘discretion of the PM and in accordance with the PM’s directions.’ Modi’s PM CARES now delegates that power of deliberation and decision making to three other ministers of the government, who handle some of the most crucial portfolios. Apart from Modi who will chair the trust, it also has his top three ministers – Home Minister Amit Shah, Defence Minister Rajnath Singh and Finance Minister Nirmala Sitharaman as members. As chairman of the PM CARES trust, Modi still has the responsibility of sanctioning and approving his ministers’ recommendations; but unlike PMNRF he is not the proverbial ‘judge, jury and executioner.’ By the looks of it, Modi seems to have diluted the powers of his own office over the crucial fund with the creation of PM CARES.
PM Cares was setup as charitable trust in 2020 with PM Modi as chairman. PMNRF was formed by Nehru personally without any constitution in place.
PM cares has Defense Minister, Home Minister, Finance Minister as members. PMNRF managing commitee was primarily the Congress party president who was always a Nehru Gandhi family member. In the case of PM care Eminent persons from the field of science, health, law, public works can be nominated as members, but in the case of PMNRF Rajiv Gandhi gave only absolute control to the PMO. So nobody had right to decide other then the PMO.
PM Cares takes decision on the allocation of funds on the collective wisdom of the members as mentioned above. But in the case of PMNRF the fund allocationand selection of benficiaries was done only by the absolute descrition of the PM who was usually a Nehru Gandhi Family member.
PM cares is just setup in 2020 so they have to yet start audits of this. But in the case of PMNRF in the history since it was setup by nehru there has never been an audit of its accounts by CAG of India. It thus suffices to say that the PM CARES Fund is far more adequate and transparent than the PMNRF

PMCARES will keep up to 13 eminent experts to undertake relief or assistance of any kind relating to a public health emergency including the creation and up-gradation of healthcare facilities. Most importantly, the eminent experts will be working pbono.There is also a provision to set up an advisory board of not more than 10 persons — selected by the trustees from among the medical practitioners, healthcare professionals, academicians, economists and lawyers. But in the casse of PMNRF only congress party president or PMO has absolute powers where is the transparency in this. Why you were quite for so long. “The responsibility of the trustees in PM-CARES has been defined, unlike in the Prime Minister National Relief Fund (PMNRF). The latter has no provision of an advisory board.A senior BJP functionary said Congress was objecting to PM-CARES because the Congress president had not found a place in it unlike in the PMNRF. There is no BJP representation on the PM-CARES fund – people will be on the trust based on their positions in government,” the functionary said. So in future if there congress Priminister, finance minister, home minister they will be members of PMCARES but such transparecy was not allowed in PMNRF. The Rajiv Gandhi Foundation (RGF) of accepting funds from the Chinese embassy in Delhi and advocating for a Free Trade Agreement with China, party president J.P. Nadda accused the RGF of receiving funds from the Prime Minister’s National Relief Fund (PMNRF).The RGF, with members of the Gandhi family on the board, has in its annual reports for 2005-2006 and 2007-08 shown that the PMNRF donated funds to it. How can a public money be deposited into a personal NGO of a Nehru Gandhi family member this is breach of trust.

“PMNRF, meant to help people in distress, was donating money to Rajiv Gandhi Foundation in UPA years. Who sat on the PMNRF board? Smt. Sonia Gandhi. Who chairs RGF? Smt. Sonia Gandhi. Totally reprehensible, disregarding ethics, processes and not bothering about transparency,” Mr. Nadda tweeted, putting out screenshots of the page in the annual reports.And I myself downloaded the audited books of Account of RGF, and now they have removed these books of accounts from the website of RGF so is they have nothing to hide why did they remove them now. “People of India donated their hard-earned money to PMNRF to help their fellow citizens in need. To divert this public money into a family run foundation is not only a brazen fraud but also a big betrayal of the people of India,” “One family’s hunger for wealth has cost the nation immensely. If only they have devoted their energies towards more constructive agenda. The Congress’ Imperial Dynasty needs to apologise to the unchecked loot for self-gains! said Mr Mr. Nadda and I agree with him. In 2016 also pointed out that the RGF had received funds from controversial preacher Zakir Naik. Infact there are transfers from Union ministry accounts directly into the RGF how can govt money be transfered to personal and individual RGF account of Nehru family member.
