This would work for countries where the government has unrestricted access to citizen's privacy, such as China & Russia. Though it's an expensive way to do it – they already have quite sophisticated methods of control that scale cheaply in ways that the North Korean dictatorship can only droll about. However it's not possible for some governments to do due to legal restrictions – the ones I know of are Taiwan, & the European Union. I thought Canada & the US had similar laws? Are Canada & the US less advanced?
It's a matter of scale. 15 minute cities make no sense, but 15 minute neighborhoods could work well, as long as they are designed or approved, and then managed by those neighborhoods. The city or state should have little to no involvement in neighborhood life.
This has been a problem since emails have started started.
