Consider compulsory 2 years public service that includes recruitment for 2 six week phases of military training (basic phase and specialty phase).
80% of those serving will not be near the combat line. That 80% Serve in military logistical support, public fire departments, auxiliary police, hospital medics; remodeling and reconstruction on battle damaged communities, roads and transportation systems ; & miscellaneous community services.
That compulsory service for men ages 18 to 35. Allow some deferments to complete some educational specialties; eg nursing, medical & etc.
The rate of recruitment depends on the capacity the Basic Military Training (BMT) facilities. Need to train qualified trainers for BMT. Encourage women to serve and provide BMT facilities & trainers.
The 20 % going to combat line to backfill being added into existing brigades where experienced combatants share survival knowledge and skills.

About morality & business .
When the stock market originated this happened because banks have a legal duty of care to protect the depositors funds which prevents them from financing risky venture that may not return a profit . Thus the share market was born where people with surplus money could sell it to business in return for a SHARE of the years trading and this was just that, a SHARE which means if there was no profit the shareholders got nothing and a big loss could require them to dip into their pockets .
To prevent management taking to many risks with the share holders money some trustees were elected to act as money police .
However as always when money is involved the system gets skewed in the favour of the money , trustees became directors who interfere with the day to day running of the business always "directing " it to the maximum return path.
Then in the 80's this became a legal requirement where share holders could sure for profits not realised and at this point any vestige of morality vanished from boardrooms .
I have no doubt that if russia offered a business 10 times the usual price for any part and the company turned them down then the share holders could sue for loss of profit and if it went to court I have no doubt that the shareholders would win .
Remember the biggest political problems on the planet today are the direct result of shareholders chasing the maximum possible profit .
IT is the greedy West who financed the monster called putin and it is the even greedier West who created the PRC and the monster called president Xi .
And I would go one further in saying it was the greedy Americans who voted in trump .

Germany is very particular about what one can call a particular political party. If you were to call the AFD a neo-nazi party they could litigate because that isn't official YET. But because one of their members went to court and lost after he was referred to as a neo-nazi, it is okay to refer to the AFD as a "partly right-wing radicalist organisation (in Teilen rechts radicaleOrganisation)".
